People Are Stealing From Our Snack Room.?

I work in a small office of 20 people. We dont have a snack machine, so we have a snack room. Certain people in the office buy snack machine goods, put it in the little room, we pay on the Honor system.
People in our little office are stealing snacks every day! Sometimes the snack fund is like $10 short in one week.
What can we do to KEEP the snack room, but not get ripped off anymore?

    have a a cop watch over it and if anybody tries to steal anything shoot to kill
